If you want to see the PHP errors try changing "Display Errors: 0" (off) to "Display Errors: 1" (on). (you can set this in the configuration.php file if you can't access the site Admin area).
Error Reporting itself is set to "Maximum" but the PHP errors may well be logged to a file elsewhere on your server (external to Joomla itself).
Actually according to the FPA, "Log Errors To: |" doesn't indicate it logs errors anywhere. You probably have to specify where you want the log file to be located such as "/administrator/logs."
But I'm stabbing in the dark and making some assumptions and guesswork.
